I really don't see the allure of R* games beyond graphics. The gameplay is always bad. The content is lackluster. I never thought I'd say this but, I don't think I'm the target audience of a GTA game.

Credit rating is not about budget. AAA doesn't mean 500 million dollar development cost. It just means the project is extremely likely to return a decent profit.
And in he case of GTAVI6, AAAAA would be reasonable rating, since it will most likely rake in billions.
