They still have talent when designing individual ideas in a vacuum. It's putting them together in a package with long-lasting appeal where they've started utterly shitting the bed. BotW was the last gasp of cohesive design out of EPD despite its own flaws, because if nothing else it was at least consistently deliberately designed.
TotK was basically just their millennial devs on a 6 year sugar high, indiscriminately dumping whatever they wanted on top of BotW with no regard for how well it would all work together.
