That can only be said, if Max and Chloe are at fault for the storm. Which they don't know. If Max concludes that the storm really is not their fault, then it's not her injustice, it's the universe's.

True, but they don't KNOW. For all they know, Max goes back in time, Allows Chloe to die, and the storm was actually caused by Rachel Amber, who sends an even BIGGER storm, because she's angry that Chloe died.

It's still not enough. There was the kidnapping, and the drugging, saving a bunch of people from the storm, the twisted trip into her own psyche. Only to suddenly wake up at the light house, and have Chloe freaking out, and unloading the burden of choice on her. The Storm barreling down.
