You have some exceptions like Blue Archive or Fate Grand Order, but they still fail in that they aren't games and can be a chore to play. Regardless, "good" gacha still have substance beyond fan service.
If you are referring solely to Western games, then that illusion only exists because of game reviewers being paid to say they hate fan service.
