He has. He was literally a ghost in Luigi's Mansion because Mario killed him. The fortune teller even explicitly says it was Mario that killed him.

They're friends. All of them. Even Luigi's Mansion was just a well-made suit after that awful trojan contraption in Paper Mario made everyone laugh on set.

bowser has access to infinite one-ups and he flees after defeat so at the very best Mario only downed him at 98 lives left.
