No, they did, it's just that when it comes to digital goods, people aren't stupid, they know that there has to be a functional monopoly, because as soon as a store can't compete and has to shut down, poof, there goes your entire library (except with GoG where you can get offline installer backups).
Making another store was never going to rectify this issue, they would have needed to push some kind of open, cross-platform standard where keys can be activated on any store, but that was never going to be feasible for obvious reasons.
Steam just beat everyone to the punch and offered a better service for longer, so they reap the rewards, especially compared to Epic, who, when Steam was still relatively young, basically said "PC is dead" and abandoned the market to make 360 games.
