I think it's far more likely they'll just make a sequel later. Sega wants to keep Sonic a yearly series so using Crossworlds as a base for easy racing game sequels would be an easy way to keep that going. Only thing that wouldn't be easy to keep between games is any of the 3rd Party DLC content.

For context, Charmy first appeared in the comics shortly after his debut in Knuckles' Chaotix, where he was originally supposed to be 16, so Archie characterized him with a fitting personality.
Then, many years later, Sonic Heroes brought back Charmy where he was aged down to be 6, with a fittingly childish, hyperactive characterization. Afterwards, Sega demanded the writers change Charmy to better represent the current version of the character.
So what did they do? Holocaust almost the entire bee race in the Egg Grapes, and leave Charmy as one of the only survivors, leaving the ordeal with brain damage that turned him, mentally, into a child.

I think the most exciting thing for me is that for once I'll actually get to play one of these while the online is active.
I got the first All Stars Racing a couple years later and on the Wii, the Wii U version of Transformed post MK8 so I played it exclusively offline, and I got TSR at launch but we all know how that went (I can count the amount of online races I had with other people on one hand). I'd say it has more to do with Eggman feeling that he's the only one who deserves to strike the final blow on Sonic, whether directly, or through one of his schemes.

Maintaining Sacred Fire is simply too difficult for most players, which means you'll never keep up with a skilled front runner no matter what you do.
