What I hate most about reshade is that it covers the HUD too. It adds bloom to random subtitles and UI elements and it can get quite distracting.

I will usually not go beyond upscaling to native resolution and maybe a 60fps patch.
There are some quality texture packs for some games, but it's mostly hit or miss.
A lot of modders completely ruin the esthetics just because they can.

They do, they literally do.
The Hobbit was rewritten to match up with LotR (Gollum gives Bilbo the ring for different reasons in post-LotR version for example), Stephen King rewrote a ton of shit in his books, children's books like Roald Dahl and RL Stine's works get updated, I'm fairly certain Narnia was adjusted as the writer added more prequels and sequels, etc., Oliver Twist was edited by Dickens to remove the rampant anti-semitism, and so on and so on.

This literally always happens. Remastering literally involves rescanning the film. With modern technology. It is then digitally edited with modern technology, because the other way of doing that is how George Lucas did it, and why his studio no longer had 'original' film reels for the first three Star Wars films, because he had to manually cut the reels for the special editions.

In my experience Fatal Frame just looks awful on emulator no matter what. Extremely blurry and there are dithering effects everywhere even on the best possible settings.

I should mention it's particular to Fatal Frame in such a specific way that the game actually looks completely fine in the camera view, it looks fine in cutscenes, it's literally just the normal exploring that has an extremely blurry look. webm related hopefully shows it, character looks super blurry but when she pulls out the camera she looks fine.
