Who does any loading screen in any game address? Obviously, it's the player. But not every loading screen tip is going to relevant to every player.
The point of Spec Ops is two things:
>Make the player forced to make a pivotal, evil decision
>Ask the Player do they feel guilty about that decision
You don't feel guilt? That's fine, if you thought about it, then the game's point was made. You could have bombed the civilians immediately, done so ignorantly and naively, or did so as a last choice. Maybe you did it immediately and never felt guilt in the slightest, or maybe you did it as a last resort and still felt guilty about it.

It doesn't tell you a story, it puts you into one. Gave you a chance to relate to the character or disassociate from his actions. Only after the line was crossed is the player give more agency to do things differently and give multiple choices throughout the game to show that. If Spec Ops was a movie or a book, it wouldn't be anything special, but because you have a chance to feel a bit of what Walker or at least what he was going through - that makes it a story that could only be told through a videogame.
