Youre looking at this the wrong way around. Terra exists to be a villain for the teen titans, an attempt at a popular villain original to the TT that is actually linked to the TT specifically rather than just being a dirty hand-me-down C-lister from the greater DCU lineup. in the frankly overused archetype of 'person befriends hero and pretends to be good guy, is actually evil and betrays them'. Her personality and life situation is written backwards from the idea of being a villain who joins and then betrays the titans.
The writers fucked up in multiple ways and accidentally made her likable, because people actually liked her as, ironically, the first TT *hero* that wasnt just a hand-me-down from greater DCU, and were willing to look past a lot of her bullshit because her backstory as a street-dwelling vagrant made her *more compelling* rather than less as the writers would assume. The writers, out of touch with their audience, threw a variety of increasingly careless and ultimately unsuccessful plot elements at the comic to try to convince the audience that Terra was an inherently evil individual and not a child in a bad situation who needed help, including having her take drugs and willingly prostitute herself to the titans greatest and most popular villain at the time.
