what Space program?
NASA nowadays (from my understanding) is more of a jobs program for keeping the necessary people employed in case they're ever needed for other things nationwide.
Government helps to kickstart new industries by absorbing some of the massive R&D costs, then lets Private Industry take over afterwards

Yeah, I was talking with my friends a couple days ago and it was casually mentioned how the space program doesn't really exist anymore as anything but satellite maintenance. I remember when people still had dreams of going to space in the 2000s.

-no concrete plans for space exploration (just hype to gauge public/investor interest, I suppose)
-Space Force is nominally for defense, not necessarily for advancing space science or technology or exploration. They might pull off some orbital hijinks and develop some useful tech for exploring though

I admit that there are more NASA partnered telescopes in the works than I would've thought:

Even well-documented systems are prone to this.

The necessary supporting industries (specialized machine shops and whatever else can't be done inhouse) need to be nurtured over time, or .."stimulated" I guess, by big government funding

just off the top of my head. I don't actually know the story of what major things are different between then and now, other than, I assume SpaceX designs differ than what was built in the past, or the institutional knowledge to build such things was lost
