The vast majority of hosting costs are bandwidth, i.e. serving content to users. And there aren't any more people looking at pictures than before, in fact the rise of homebrewed sloppa may even mean traffic has dropped. So your booru or image host could have 900 trillion slop images, but if the same 2 people are visiting your site you're not paying much more to host them. They're just sitting dormant on someone else's computer somewhere, never accessed. this doesn't really stress your costs as a host. catbox for example allows hotlinking and ridiculous file sizes, but 99.9999% of the stuff uploaded there is accessed for one day then never again.
btw for sadpanda specifically, they've had a p2p system for a very long time so they aren't even the host. unless you spend points and enable it (for no benefit), you're loading images through the domain "hath.network" which is coming off some heroic hentai enthusiast's computer, not sadpanda's servers. It's like folding@home but for anime titties.
