Sanae was diet Reimu with a gimmick in the originals and you had to wait for her backpacks to be broken in the last 7 or maps.
The mechanical adjustments and power up shuffling benefit Sanae a lot but her best move still doesnt exist until late.
From an overall perspective, i'd say the best units are Brush, Yuyuko, Yukari, Reimu, Marisa, Sanae (with the MAP unlocked) and Suwako in no particular order.
