The simple answer is that there isn't. Players will and can do everything to cheese the mechanics to the max so most servers play with multiplayer balance mods or house rules. In EU4 multiplayer every AI nation dies 50 years into the game as they get partitioned by all the players who are stacking every possible modifier to get an edge over each other. Half the game is diplomacy with other players and min maxing your entire nation to dev as much as you can as you choose every mil idea so you don't die.

It's fucking impossible. Napoleon hits like an 18 wheeler. You have to do 3 things in addition to that:

I've tried everything. I've tried evacuating Vienna at game start to move my entire operation to Instanbul so I can hide in the corner and the French get there 20 turns later. I've tried doing nothing but defending my cities and bumrushing tech + fortresses, it does NOT fucking work, Napoleon will just keep making stacks. I've won a series of improbable victories and even taken Paris maybe twice, and the Russians ended my game within 20 turns

there’s really no reason not to give Burgundy a unique situation in the 1300s. the situation system was literally made for stuff like this.
here’s a possible setup:
during the middle phase of the hundred years war, somewhere between 20–60 years into the game, French vassals east of Paris start growing increasingly disloyal..... something both the English and the hre emperor can meddle with. if France fails to rein them in, the disloyal vassals in the Burgundy region will eventually break away and unite into their own state. any other disloyal vassals up to the marne could defect to this new nurgundy as well.

meanwhile, HRE nations in the low countries with strong ties to Burgundy (alliances, royal marriages, etc) might opt to join as vassals.

you could also include a historical event where Philip the Bold becomes Duke of Burgundy. make that the prerequisite for the situation triggering. then boom.... burgundy dukes rise again, strong as ever. brack (dehaka) levels of power.

Paradox's map painting games feature awful game AI, and pop up dialogues of stories ripped from pop culture. People who don't know any better then read the text followed by a minor stat bonus, and get hooked. Paradox sells them DLC, they consume more, they buy more DLC.
