If I was wheelchair bound my fantasies would be about being an agile rogue who could do cool shit like running on walls, vaulting and other such things that requires functioning legs. I would sure as hell not want to play a fantasy game of swords and sorcery while still being reminded that I'm a cripple.

I am in a wheelchair. Why would I ever want to play as a character in a wheelchair? Every character I play as can walk. If I had the choice between giving a character wings or a wheelchair you could repeat that choice 5 million times and every single time I would choose wings.

If you're in a cripple chair the only reasonable wish is to want to NOT be seen and have people disregard you as if you were normal, instead of making a scene out of your fucked up legs and spine. You're handicapped, not a fucking pop star. There's no reason to "see you" and you should neither want nor need visibility.

How come magic wheelchair races aren't a thing? That could be cool. Wizards and shit in wheelchairs racing around using spells and enchantments and shit. Only rule is you can't use your legs.

ARE there even any video games with a character creator that lets you make someone in a wheelchair?

Because obviously for something like an RPG, that would mean a shitload of extra animation work, every place and circumstance that was designed for players that can jump, climb and swim would raise questions of how you translate that, and you'd probably still end up with loads of places left over with jank interactions that would get people laughing at them on Twitter

And ultimately for a meme gimmick that barely anyone is actually going to use more than briefly for a joke. Same reason you'll never see a Sims game let you make a heel-chair bound Sim, shitloads of extra work, dramatic complications for normal functions and all for a DEI meme
