People like to give Cyberpunk shit for not being a "proper" cRPG, but compared to BL2, Cyberpunk might as well be New Vegas.

Kind of. Each discipline power has its own blood meter, and once used you have to feed 1 ir multiple times to get it off cooldown. Not sure how other clans work, but as a toreador 2 of 4 powers are basically a "I deed and kill instantly" power, so I can just spam them quite easily.
And being able to down the shit out of them is quite essential, because the lunching combat sucks ass.

haven't tried all classes but yes probably but you'll be feeding during combat because it heals you. i've some passive that gives me more blood points for feeding. also telekinesis doesn't require feeding. can throw shit at people instead of punching.
