if dogs and cats could be secured safely with just a seatbelt irl we'd do that too, as it is right now you put them in a padded carrier and secure that with a seat belt. It's just ergonomically appropriate for a human-shaped pokemon to be secured the same way as a human.
Having seen the short, Gardavoir may have well been the trainer's wife in all but name. Guy was never shown with friends (or even other pokemon), so she's basically the only sort of emotional support he has.
