You have no reason not to put Focus + 2 Greens or Focus, Early Lead + 1 Green for a Front Runner to trigger Groundwork and Focus is extremely easy to get from some of the better cards for Front Runners (Kitasan, Suzuka, Mayano and even Tazuna have it with Tazuna being especially excellent since she also has Tail Held High which S;Maru can trigger rather easily) so you're only really looking for 2 skills to trigger Groundwork, some trainees having one or two valid skills in their Innate skills.
Really the hardest part is getting Groundwork in the first place.

Her skill has good stats even when inherited but it only works when you're first and with a sizable lead. So it can only really work on a front runner but for fronts it basically always triggers too early and does nothing. It gets changed to a mid race skill like SMaru's eventually.

Suzuka is actually probably the best starting character, she's still a top tier character years later due to buffs and changes to her skills. She even gets evolved Concentration that stacks with groundwork.

The "important" stat is specialty priority which increases the chance of the support landing on her training type
then the three types of bonus are Friendship, Mood and Training effectiveness
Friendship applies the bonus when you reach orange friendship (what we call rainbows)
Mood applies the bonus multiplicatively to the mood multiplier (+10% for good and +20% for great mood)
Training straight up applies it regardless of conditions
<Stat> bonus applies a +1 to the base calculation effectively as if it raised the training level by one
You don't really have to go too deep into the maths just know that bigger=better

Rudolph has one for winning 7+ G1 races. Taishin gets a bunch of bonuses and a unique practice perfect condition if you cure her manditory practice poor before the story cures it. Seiun has one for winning the classic triple crown. Teio gets one for also winning the classic triple crown later.
Mayano gets an event later on where she gets bonuses for winning a G1 in each racing style.

CM sign up lasts 72 hours for some reason and starts today at 3 spanning Oct 30, 31, Nov 1, and then a day of delay. Round 1 races start Nov 2 at 3pm and carry through Nov 4 at 2:59. Round 2 goes from Nov 4 at 3pm to Nov 5, expiring at 3pm on the 6th. The sign up period where you register your runners is on the 6th at 3pm after Round 2 is over, and closes IIRC 12 hours later.
There is theoretically a 12 hour window where you can run the new event and sign up new scenario horses, like how you could theoretically sign up SMaru for Cancer Cup finals. I doubt anyone other than tippy top trainers will be able to use this to their advantage due to likely not having the new trainer support cards, especially since SMaru is a gigantic pain in the ass to build. However, Lates like Ryan who are quite a bit easier might be able to scrounge up better versions.

With how ban happy steam is getting for the past few days regarding japanese games, I'm surprised uma is still untouched.

I would say if anons want debuffers this is probably your last chance, as Aoharu umas will just shrug them off, so the Natie/ hybrid strat will become less and less viable.
