I always preferred the more serious tone in one. Le wacky tone in Fallout 2 kept me from ever finishing it.

Fallout 1 > Fallout 2 > The rest of the series. This is undeniable.

As for Fallout 2's writing, it's not as strong as the first game's, but still pretty strong. It has a few flaws, but your pic is definitely not among them.

While I technically greatly prefer the tone of the first one, I enjoyed playing the second one so much more it's downright absurd. But I'm not really a fan of the series, despite having an alright time with them neither game managed to truly grab me.
