It has an electric damage shield that hurts you whenever you attack it. But also dies in 2 hits and keeps it's distance. Animations make it look like every movement causes it pain.

Maybe you can help me here? I can’t find this game on the Genesis/Mega Drive. The only thing I remember is that it had a boss that looked exactly like the one in the OP's picture.
The game itself was a platformer, you played as a man in white clothes, fighting enemies with a melee weapon, probably a sword or something similar. I remember that right before the boss fight, you had to walk to the right for quite a while, around 25–30 seconds, with a background showing ancient columns.
The color scheme of that level was light pink.
And no, it’s not the third level of Contra: Hard Corps.
