System Shock is a horror game because it tries to be one, however it's true that it doesn't do a very good job at it primarily because of the weird choice of music. There are a few tracks that are more horror focused throughout though so

isn't entirely true. The horror is mostly found in the environmental storytelling, the corpses littered throughout, the logs which were revolutionary for their time detailing the demise of the ship's crew and the revelation of who and what you're fighting against Resident Evil style biologically engineered former humans lacking any free will used as enforcers by a rogue AI that was created by them and what SHODAN's ultimate goal is. It's pure existential horror. There are also quite a few areas with flickering lights and deliberately darkened areas to contrast with the bright colors characteristic of DOS games, something that AITD rarely bothered with until New Nightmare and Resident Evil didn't really either until Code Veronica so technical limitations were likely in play here as well.

You don't even see these when they're in use, your character just moves slightly faster, you're effectively just a floating weapon since your character had no body made as was the standard for early FPS titles. It's a strange thing to complain about.

SS2 does a much better job with the horror elements which is also reflected in its soundtrack being more focused towards this than SS1 and is a much better horror game for it. A little over half of those 16 tracks are horror and only 5 of those that plays in-game aren't whereas 7 that are plays much more frequently in-game and 2 cutscene tracks are horror focused against 2 that aren't really. Hell Command 2 is kind of in both camps simultaneously I'd say.
