UIs used to be unique, cool and fun. Having as much iconic gusto to them as the game itself, adding to the atmosphere and the overall experience. You can instantly identify so many games just by their UI elements. Nowadays all UIs are literally interchangeable. It seems they're trying to make games as bland and forgettable as possible even down to the most basic elements.

A small studio working on a small project with minimal publisher interference can make a coherent UI that can survive multiple shifts in development.
A large studio working on a seemingly large actually small, just very poorly developed and wasting most of its effort on petty office politics project with maximal publisher interference has to make all of its UI at the last minute and frequently needs to toss most of its work.

Skeumorphic or diegetic UI is far beyond the planning capabilities of most major studios.

i don't care about minimalism but if they're going for that route i wish they would remove all the bloat like tutorials, tips, the gay x sign when you hit bullets, stuff that tells you you can do QTE here, everything that isn't integral to the gameplay.

the thing I hate most about modern ui is how they murdered scroll bars. tons of websites and programs have made them so minimal that you only have like 4 pixels to click on and lists are designed with infinite scroll shit so if you try to drag the bar back to a certain point it's basically impossible. why did technology become so fucking gay when everything was promising 20 years ago?

UI changed the way it did because the old guys that were doing things intuitively got replaced with a college managerial class that all took the same philosophy courses and game design courses so everything has to be streamlined and soulless so that it can maximize appeal to people that wouldn't be the game anyway.
Some streamlined diamond UI games actually do it REALLY well though, like Assassin's Creed 2 but it was downhill after that

That's a non-issue. You just make all your UI assets for 4K then downscale. You also make sure that the spacing adapts to different aspect ratios correctly and presto.
For ultrawides, a full screen inventory screen like in the OP, you can simply add artwork on the sides that isn't displayed at all for 16:9. And you can add art above and below for 4:3. It's not that much work, you literally only need one basic image.

They are deliberately designed to be very easy to read and understand for normgroid retards, plus resemble phone interfaces to make them feel more familiar and establish a positive emotional connection to it off the bat. It's very intentional.

Older games (and indie games to an extent) largely had the UI designed by the artists.

RTFM is unfortunately a dead concept these days though, even with retro games where you are intended to read them I constantly see retards getting confused and annoyed by shit clearly explained in them. Nintendo is the worst offender here. Their UIs used to be unique and interesting, but after BotW, it's like they were hit with the retard stick. Not only did that game's UI look boring as sin compared to previous Zeldas, but every goddamn Nintendo game since then, in every franchise and genre, copied BotW's UI, down to the fucking fonts. It all turned into soulless minimalism, even though you'd think Nintendo of all companies would try to be different and fun because their main audience is families with kids. It's fucking tragic.

Yes, they are the "same."
For around two decades now, nearly all HUDs have been designed to be scalable. They aren't made for a particular resolution, but made very large or in a lossless scalable format.
Compared to old fit-for-scale HUDs, these high resolution/vector HUDs are far more demanding on system resources (not just relative to the fancier old graphics, but you could disable the HUD in some of these games and see a notable FPS boost), so a lot of devs in the 2010s took to simpler minimalist designs to mitigate the resource cost, and that performance-minded philosophy unconsciously became a future design philosophy.
