Top looks better but minimalism is cheaper, faster to make, and runs better. Companies are always going to do what's more efficient.

Bland UIs don't ruin a game or experience on their own but they're an indicator that the dev doesn't care about presentation at all. It eventually creates a sort of pavlovian effect where if you boot up something new and are treated to bland but functional grey/black rectangles, you start to automatically expect to play something very bland and functional.

My mom used to work high up in the school system and the amount of shit the school would cover up is insane. She would tell me stories, like for example how a little black kid came in with a gun and threatened another student and it was totally hushed up and made sure it didn't get out to the rest of the parents or to the public.
