yes, the mechanics of rocket jumping are fundamentally just a byproduct of explosive knockback by measuring the distance between the explosion and the center of your collision hull.
"crouch jumping" can refer to 2 entirely different things though.

technically you cannot jump while crouching, but if you time it right you can do it during the crouching animation itself since it's not instant. This has been referred to as c-tapping, it will bring the center of your hitbox closer to the ground before the explosion and will both yield higher jumps and higher damage.

crouching in midair pulls your legs up, which winds up reducing the amount of damage you'll end up taking from the explosion. but it's paired with the momentum from your jump and is often sufficient for most rocket jumping needs

it absolutely is, and was viable to do even when you only had the wrangler itself to work with. It's significantly easier to do with the Eureka Effect and Rescue Ranger.
The biggest problem is the amount of setup required, as a good enemy team will not allow you to hold that position for long if you give them plenty of time to push because you're too busy jerking off at spawn like most lazy engineers play.
