Mario falls victim to the same thing a lot of protagonists fall victim to; they have to be super bland and inoffensive because no matter what personality you give them, it'll turn someone off, so you make them so inoffensive that nobody can dislike them, thus not losing any potential customers. So all the actual personality ends up going to the side characters.
Sonic is one of the few exceptions, he's actually allowed to have his own personality

Sonic took a massive decline in soul the moment his eyes turned green and he opened his mouth. The only reason why people don't think he got it as bad as Mario is because his vacuum of soul happened so long ago that most Sonic fans forgot about it thanks to early onset dementia.
