It is not exactly like Chara's (they both refer to "You" with "omae" but in different ways), and the second speaker only has three lines of dialogue, so it's impossible to really drawn any conclusions without a smoking gun of word association.

There are plenty of clear and intentional parallels between Kris and Chara, the knives and chocolate thing might be superficial but it's not a coincidence, Toby wants you to make that connection for a reason.
As actual people they are quite different, but I would say this can be entirely attributed to their upbringing and circumstances. Chara is a child heavily implied to have suffered some kind of serious trauma and abuse before being taken in by the Dreemurrs, Kris is a teenager who has seemingly been raised by the Dreemurrs with love as their own child their whole life.
I think that Kris is Chara's Deltarune counterpart, but in terms of the story I think they're going to turn out to be more like the Asriel to Dess's Chara when we find out what happened at the Shelter.
