But when it was made clear how utterly destroyed Phenomaman was, the choice was clear.

Maybe Waterboy is in a very depressing place, but he at least had a job even if that job was being a janitor.
Phenomaman might be incredibly strong and powerful, but he was genuinely in a worse spot than Waterboy. Someone needed to lift Phenomaman back up. That's what the Phoenix Program is all about after all.

It's a mistake to think that Phenomaman needed it less just because he is a superman among super men.
