Rouge's core character traits are designed to clash with Knuckles. As a guardian of a mighty jewel, having to deal with a jewel thief that wants to steal it and every other gem in the world makes sense. But this character trait means nothing to Shadow, who has no reason to care about Rouge's gem obsession. Rouge's "profit and loss" mentality also means nothing to Shadow who is hyper focused on his own goals with a "whatever it takes" mentality. Rouge is "Dark" in her own way, but in comparison to Shadow, she might as well be a ray of sunshine.
