Right off the bat Tag triggered a lot of people with how it approached DLC. The gameplay and characters were different from what Blazblue, Under Night, and Persona fans enjoyed, so a lot of them gave up on the game and went back to what they played originally. The gameplay was kuso, fun kuso, but kuso. They added new fates a little too late and even so they didn't add a whole lot of new characters.
I'm sure Mori squeezed a decent amount of money out of the game, but you'd be hard pressed to find someone that doesn't just tell you to play Centralfiction or Sys:Celes instead.

It was on the popular side for fighting games that weren’t named Street Fighter. I’m not Japanese so I gauge this off old pixiv art and old arcade tournaments I’ve watched, but it’s consistently more common than most. Not saying this to shit on strive because it definitely helped in the west with the current culture, but guilty gear wasn’t anywhere close to obscure in Japan, and it was at least a notable niche in the west by a bit before strive. +R and xrd also still get a good amount of players on the arcade streams I watch every now and then, and I don’t get the feeling most of the Japanese there got brought in by strive. It’s interesting that Blazblue probably got more popular than Guilty Gear because it went all in on the Japanese audience and that spilled over more into the west, while Guilty Gear was more western in aesthetic, and still is in a way.

It was definitely several tiers under Street Fighter and Virtua Fighter which is why Arcsys was still doing lots of contract work during the old GG days.
As you’ve said it was Blazblue that really took off for them and I think it’s because of era. Anime in the west was still looked at as “Dragon Ball and some stupid shit” by most people during the GG days, and that didn’t change during the BB days. What did change was that anime was starting to explode in the mid to late 00s and you had a lot of westerners who liked stuff like Haruhi and K-on and Gurren Lagann and…really things that were aggressively, unashamedly anime, which Blazblue is.
That’s why I think Blazblue did better in the west. There was a new audience of true weaboos for it in a way that Guilty Gear did not have. Obviously now anime has become almost ubiquitous in the west and only 90s oldfags still hate it.
