This is my team for it. The basic plan is

I know she became really relevant about half a year before diva Ruka in JP, because Yanagi got her tower upgrade and an SP share skill making Tama so much better. (can give her SP during OD with Yanagi, and one ex + Yanagi charge would mean you get 100% c-rate)

That said, this obviously assumes you HAVE Muua, and you will absolutely get diva Ruka. Especially the latter isn't needed if you wanna go Bungo. And Bungo is once again later, so your suit Tama could see more use until she comes out. (and then you replace her with Seira right after Bungo)
Bungo will make the game rather boring though if you get her full team.

Just a unit that tries to triple as a Healer, Defender, and Debuffer and isn't great at any of them as a result. It's fine starting out or if you like the character but not worth investing into. I'd also suggest getting her freebie unit from Hisame's event if you want to use her as a healer which is what she's at least serviceable as. It gets her Resupply which is the best general use healing move

the Ruka we get from the start of the game "Shining Circuit Burst" is like a S1.5, her ex skill numbers are much lower than normal. The one thing about the welfare Ruka is the fact that we can get her to a really high limit break meaning that your Ruka will be 140 ULVL by the time you finish the master missions.

The Fire Ruka is pretty good, especially when you evolve her skill later. Fire has a lot of support for beginners
