It depends on where people are standing, how imminent the threat is, and what resources you have available to you.
Your co-support is your top priority over everyone. Two supports and a dead guy is always better than one support and an alive guy. That being said, if your co-support is in a safe spot and not in imminent danger, prioritize your tank. It's not insanely difficult to flip a fight after losing a DPS, but it's almost impossible to do so after losing a tank. If you have to waste a ton of resources and risk your own safety for someone, let them die. Your survival and the survival of teammates around your safety zone is far more important than a lunatic expecting you to spread your ass cheeks in front of the other team just so they can maybe possible farm clips.
