I came back after a 10 year break and they only thing that feels like it has changed is shitty daily quests and ZzZ open world (slightly larger maps to house the repetitive dailies) being added. For the age of the game and money it brings in it certainly sounds like you guys have been on a content drip. A further explanation: usually Electricity by itself is enough. There isn't much difference in how fast I kill between Viral to Blast so I think people prefer Blast since there is viral everywhere anyway.
It is better to have it on Primary and Secondaries, but Melee Influence pretty much makes any melee weapon a room clearer after some hits. It's so convenient the only reason it dodged a nerf was because people were spamming slam builds that do the same in a single heavy slam.

Volt can maintain his speed when going around a tileset. Even if he loses a bit of speed by turning a corner, it's probably better than essentially hitting a wall with Gauss and then accelerating. Warframe's engine is quirky and if you know how to exploit its movement, you can maintain the speed 100% of the time.
If you want to reset your bullet jump for whatever reason, just do a wall hop and it's done. I don't see the point of going high in regular tilesets and for open worlds, Volt's 2 affects archwings so I'll just use that.

There's other Tenno, the story kinda dances around the fact that all those multiplayer Tenno are indeed "active" but mostly just the footsoldiers carrying the conflict against evil where you're not and stuff. When the New War happens, it specifically goes "we've driven the Tenno out of this system" and it wasn't just referring to us but all the others too. Story Logic, Warframes are powerful as hell but can be overwhelmed and taken out by grunts in the right circumstances, and regularly lose battles to make the story dramatic. Game Logic Warframes should be able to genocide literally every single individual force in the Origin System as a one frame army that would make even Dynasty Warriors games shit themselves at how much wonton slaughter we commit, and would be the exact kind of thing other series universes would be scared to ever confront.

Just came back after like 6 months away, I played 1999 when it came out but seems like there's a lot of new shit. What should I be doing?

I kinda get that. I am not versed but saw my brother playing the game. They have essentially an Infestation on steroids that can adapt to bioweapons with planetary coverage and make some weapons already factoring the eveolution that those things would take during battle.
They don't ''feel'' on the same level as Warframes, but considering their deeds they should be comparable to an army capable of fighting the same things we do. And that's without factoring weird technomagic they had around.

Like, I'd say it's similar to trading the quality of a Warframe for the quantity of a competent squad.

I had a look at this recently and I came to a conclusion
Head to head, 40K wins based on sheer GIRTH. It goes so wide that if that wideness was condensed onto focusing on the scope of Warframe, it would be incredibly tall. Warframe is TALL too, but not as such if compared to the entirety of 40k. In bytesized pieces, IoM and Tenno would be fighting hard, but Primarchs are stronk. Any Void Battles would be inherently one sided, and it entirely depends on the intent and motives of the 40k faction we're against to determine whether we are subjugated or innately destroyed.
