Like anon said about tribbie and sunday, but also they could make them more niche without being for a SINGLE character with an idea like that.
A bunch of characters use a non-SP, non-energy resource. But a bunch also don't.
Like even Archer for example, buffing non-SP/energy spend would buff his FUA since it spends charges. But would that be good with him? No, his FUA is a very small part of his damage.
Off the top of my head it'd be good with Castorice, and so good it competes with Tribbie despite only buffing her ult because 80% true damage is a lot, Phainon, Acheron, Jingliu, Qingqiu.
Characters like Saber and Jade gain stacks, but they don't spend them as a resource for abilities so wouldn't be buffed.

Similarly if they made a support that does something every time allies gain a charge, you'd be buffing characters like Phainon, Jade, Saber, Blade, etc. a lot, but not so much Jingliu who more rarely gets stacks but who often spends them.
There's lots of ways they could make more niche supports instead of just... "only works with Phainon".
They should have released a good support first, who is by far BiS with a lot of characters like that, THEN released Phainon who is best with her.

Not quite, with 150 speed she gets 4 actions within her state, if you hit 164 3 of those actions are in the first cycle.
When she's off combustion you actually lose some actions, so she's not averaging the 3 attacks per cycle you claim. And yes, E2 helps her achieve 6 actions per combustion state which is huge. I don't think you can cheat an extra one with a single DDD though, with multiple ones? Absolutely.

My Biggest hope for Constance is that she's a sub-DPS, which deals damage every time you break and superbreak, and actually scales off crit and dmg. So similar to Ruan Mei's extra added damage when you break, but on superbreak as well.
Gives allies weakness break efficiency if you reach one stat breakpoint.
Gives allies superbreak damage if you reach a different stat breakpoint.
Gives enemies slower action advance if you reach a different stat breakpoint.
That would be a way to make her clearly better than ruan mei or hmc without just always being better than ruan mei in any team.

Since Superbreak mopre often runs sustainless anyway as break and slow is a form of defense, it's a huge miss that they've still not added a proper dual DPS setup for Firefly and Rappa.

What you're saying is that Firefly isn't amazing for 0 cycling.
But 0 cycling really doesn't actually matter, especially when you're delaying enemies to not even act in the first cycle and can easily get a 2nd or 3rd instance of Firefly ult before any character dies.
You get nothing for 0 cycling except arbitrarily meaningless bragging rights.

We have the same argument with Phainon right now, with people saying Phainon isn't top tier because he doesn't 0 cycle as easily as some others. But he's still wiping out the boss(es) easily and comfortably.

In my eyes it only starts being a concern when you approach 5 cycles, since assuming the other side also take 5 cycles that is pretty close to failing to get the top rewards. Well they should have fucking buffed them to actually be strong then if they wanted to sell them. It's disgusting what they made Jingliu into, basically ice Castorice that requires the sig of a sustain to be playable. And this isn't 1.x anymore where the only other ice dps was KING, Jingliu is now competing with Therta and probably March in the future. Why pull for such a clunky unit that steals the best supports while having no identity of her own anymore, all so you can do worse damage.
