I went into a demo to test some thing because I built shivas and skadi that game.

LS first hits heals for 82

LS with a skadi debuff heals him for 129

LS after the skadi debuff wears off now heals for 188 every hit

How is he gaining regen when I hit him with skadi?

Off the top of my head there are only 4 base random procs: javelin, basher, talisman of evasion and crysalis. And their derivates.
Not mentioning any numbers in terms of % increase, duration, mana cost because I don't know what would be balanced.
