They're not interested in writing a good story. They refuse to expand the setting or let anything happen to the status quo.
They just gradually reveal that people in positions of power are willing to use their resources for less-than-ideal causes, but we play as a military officer whose answer to everything is, "I'm going to win this war so the status quo can change".
None of the characters oppose this, everyone admires you, all of the merchant/aristocrat/reformist characters (your go-to for political upheaval) are either owned by Mustang, living alone in a tundra, or discredited and stuck in a brain jar, respectively.
The only ones with the will and ability to make the story interesting are Do-nothing Dorothy and whichever Missilis character rediscovers free will first. I have faith in no one to actually do this because the game's target audience of horny 16-year olds isn't going to understand power dynamics.

We'll get a small Trina-style side story to show that she misses her, she'll get drunk for a day or two, then she'll save Rapunzel from raptures in an alva particle storm or something equally banal.

The real story is always going to be about either the Counters or the Ark. The Raptures are just a plot device used to pressure characters into acting a certain way.
Syuen, Crow, and Ether maybe the only worthy villains, and they're played-out. The other characters haven't taken time to establish themselves as standalone threats.

Did some more testing on AI Indi and I guess the Absolute squad is alright against bosses with parts. A bit more investment and EunhwaTU would beat Grave's dmg and VestiTU would beat Asuka's dmg there, but considering I could've just placed MiharaOS or Mod there instead of Helm, assuming no healing is needed, then the Grave team would just do more dmg as they get one more DPS instead of a deadweight CDR.
If only the Absolute squad had some CDR you could consider them actually good. This still feels very disappointing from the "strongest Elysion squad" upgrades that require you to invest into all 3 units, like they could've at least let VestiTU's dmg match Alice's on bosses with parts. It would probably be closer with maxed skills, but I doubt she could match Alice.
The team will still be good on the current SR probably and maybe future fire weak SRs, I don't think it's as niche as A2 now, but we'll have to see. Also apparently VestiTU is really good for PvP because her explosion radius hits all Nikkes at once with her shooting 4x and activating her S2 skill dmg as well she can just shred teams and being fire she has ele advantage against popular defensive units like Noah or Blanc, so at least investing into her can be worth for something else too.
