They're not interested in writing a good story. They refuse to expand the setting or let anything happen to the status quo.
They just gradually reveal that people in positions of power are willing to use their resources for less-than-ideal causes, but we play as a military officer whose answer to everything is, "I'm going to win this war so the status quo can change".
None of the characters oppose this, everyone admires you, all of the merchant/aristocrat/reformist characters (your go-to for political upheaval) are either owned by Mustang, living alone in a tundra, or discredited and stuck in a brain jar, respectively.
The only ones with the will and ability to make the story interesting are Do-nothing Dorothy and whichever Missilis character rediscovers free will first. I have faith in no one to actually do this because the game's target audience of horny 16-year olds isn't going to understand power dynamics.
At least we have more "X LMAO" bikini Nikke though. Enjoy the bouncing tatas.
I got Crow (and now, can't log in), so I've got the last thing I really wanted out of the game.

Why should we care about Scarlet's plot thread? She's not even the sentimental type, and she exists just off-screen for a majority of the story.
We'll get a small Trina-style side story to show that she misses her, she'll get drunk for a day or two, then she'll save Rapunzel from raptures in an alva particle storm or something equally banal.
The real story is always going to be about either the Counters or the Ark. The Raptures are just a plot device used to pressure characters into acting a certain way.
Syuen, Crow, and Ether maybe the only worthy villains, and they're played-out. The other characters haven't taken time to establish themselves as standalone threats.
