SUR is higher value than flat attack generally, so it has smaller ranges. Generally for substats I recommend either altering attack/eva flat if it will have a blessing, SUR if not because SUR blessings constantly roll +1, but SUR has a larger than normal value as a substat with only alter+refine.

Elf IQ and MP growth makes a really big difference to mages, and Type Thaumaturgy learned by mages means her Dark typing makes her far more survivable against a lot of the really deadly end-game enemies that throw ZELOS out like candy (demons, vampires, etc.)
As other elf mages go, Milana is only really beaten out straight by Shelirionach, who currently has no class change (she's S-tier anyway), and maybe equaled by Alice (who doesn't get her Dark Typing to help her defensively and thus stays very squishy as a Mage, and if you make her a Priest she loses a lot of Magic Power and her spells don't hit as hard).

I actually think Mage/Thief isn't that bad of a combination either. You get evasion passives to help survivability, and while you're often casting spells you do have the option of various Thief debuffs that aren't usually about dealing damage anyway - these will stack on Mage debuffs, or do something completely different like Delay Attack. Accuracy from the back row can be helped a lot with a +ACC dagger.
