Don't worry, SAnby buffs come together with Robutt and Zhu buffs, and it'll all make sense.
All of them become extreme burst with aftershocks characters. Robutt and Zhu already are burst related, but that gets amped up more with aftershocks with NA tags added.
Robutt will get the effect that she gets stronger with more Attackers in her squad, and any Attacker hitting a stunned target will deal additional aftershock damage. Furthermore any other char dealing electric damage will build her bar to use her enhanced basic attack. This one is changed so once started she'll finish the combo even if you swap away.
Zhu's ex+ult will be reworked, that from off field she'll automatically fire aftershock support attacks for a duration which builds up bullets. Bullets generated that can't increase her bullet count anymore will instead generate a stacking buff increasing all damage she deals.

It's actually a fairly harmless change since DEF Ignore still eats off of it by percentage.

This cannot be done in the stun window. You are correct. Sanby generates her mark through dodging. She literally generates her damage outside of the stun window. She spends them during the stun window not because of the modest stun window buff, but because she absolutely has to. Because otherwise she has no way to generate damage.

You mention Jane, Jane is a good example of a character that also gets benefits from dodging but unlike sanby actually generates damage from stun. Her chain attack is massive anomaly and puts her in passion state.

This is something sanby should have gotten. The mere 1.5 stars on her chain is laughably bad. What sanby should have, is a mini version of her C2 where she gets a free additional set of EX slashes.

Defense units are shield based (even Bens big pounder thing is used by him as kind of a shield). Thematically it makes sense to make them parry based agents. Make them give big buffs on parries. Caesar kind of already does this but its a small buff. Make it Astra/Yuzuha tier (or higher, since parrying requires active inputs from the player). Give them a parry refund mechanic. Caesar already does this on her ult but it needs to be easier to trigger, like on EX parries. Make them all about using their shields. there’s also boss mechanics, like said UCC leg breaks, or bringer’s chant, that contribute more to stun than any other mechanic which further makes attackers and stunners worse.
