This isn't actually a nerf. They changed the animation so that the Frost Wall comes up instantly but the animation locks you in place for approx. 0.9 seconds afterwards, so almost an entire second has already passed when you can cast again.
So the "80% less damage in the first second" is actually just for 0.1 seconds from your perspective.

You can guarantee 2x minimum iLvl 55 mods on any item you want now with JUST greater transmute/aug. If you use perfect transmute aug (altho im guessing they’ll be expensive) are minimum iLvl 70, which for many mods is guaranteed T1. The only bottleneck is (desirable) white bases
