The reasoning about High Elves not being a playable race is really, really, really old. They abandoned that mindset a long time ago -- otherwise we wouldn't have Void Elves currently. Additionally, races like Dracthyr would be very few in number. It's not something to fret over anymore because it just ends up limiting the game in unsatisfactory ways.

I don't think I've actually seen anyone claiming that High Elves and Blood Elves are different, all I see is people wanting a version of Belf/Velf called "High Elf" as a playable Alliance race. That's not a bad thing to wish for.

I hoarded enchants for patch launch which they spiked in price, which was made w/ concentration camps. You can also make money flipping boes if you got a good eye for steals (i dont recommend you will burn money very quickly if your inexperienced). they timegated the release of low effort patch features, like 11.1.5 had a bunch of low effort events that they spaced out over the course of 2 months rather than releasing them all at once.
tier 8 delves award normal raid gear on completion, and give you heroic raid gear in your vault. tier 11 delves don't give better gear, but will give you the highest tier upgrade crests that let you upgrade your gear to low mythic raid level gear and also unlock the mythic tier set appearances
should also note if you haven't played since BfA that they added in a feature called the catalyst that lets you convert ordinary gear into tier set pieces, so you can get full tier sets from delves as well
