I use NPC Chooser 2's "share appearance" feature, it lets me plug the appearance of any female NPC onto a given male NPC. It automagically works with changing their race and gender in game to what you selected. Works with custom follower appearances and with appearance replacer mods.

The last bit is very simple, but I just use Proteus to change the NPC's voice to whatever female voice I want for it, which is done in game. Obviously this won't convert the male lines, but it does automatically silence any unique male dialogue so it's a fairly immersive outcome. Note that Proteus has a million features, the main one being a "your player character as follower" system, but none of that is necessary or in use by default. I just use it for its NPC editing features.

A nice use case of this combo of mods is I can convert child NPCs into an adult appearance and voice and have more sources of oyakodon in the game.
