There was going to be a Seiba chapter in part 1 before the shift in plans that resulted in Jerusalem getting scrapped and retooled.

Then LB6 was originally also gonna be a regular Seiba chapter at some point. One of the original concepts for Castoria at the draft stage was that she was just regular Seiba in disguise bullshitting being a Caster by using random magic objects and weapons, much like Gil, and that it was supposed to be a sort of Mito Koumon type plot. You can still see small leftovers from it, like that infodump about the Round Table that Da Vinci delivers at the Inn and never ends up being relevant, or the fact that Castoria's NP effect is pretty much exactly what you'd expect Avalon (the sheath) to do.

Basically they've planned to have a Seiba chapter twice and both times swerved into something else.

It's doable. Most games just are too lazy or broke to do it. Whenever FGO does go out, it'll be on its own terms. The two main possibilities will be a perpetual offline version or just remaking the game from the ground up using as many assets as they can salvage as a proper VN with pre-determined puzzle battles or proper full game. The offline version would be the least effort. Nasu clearly had wanked artsy fartsy thoughts about how the ending was going to be a true finale to both the story and game, but that's out the window now with 2026 continuing on in some form. So the main question is how they want to preserve the game and story into the future whenever it ends, whether 2026, 2030, or whenever they pull the plug.
