Tsubaki? Not really - most raids have a specific tank you want or you get by without one and use something like sHosh or Mika who are chunky enough to get by.
When I was newer I used her for way more content than she was good for though, I only recently bothered investing in a better tank for Hovercraft Wakamo because Tsubaki was still capable of living until the end of P1 despite being dreadful for it and would die late enough that it didn't matter. She got by in plenty of other raids too, though powercreep might mean newfags are hitting content where tanks matter far quicker these days.

She's also a nice go-to for plenty of non-raid content where you just want a tank that will take care of herself.
Can't really call her meta when bHosh or raid specific tanks like Natsu / Tsukuyo / tYuuka exist.
