Nowadays any 12 year old can download unity, shit out a game full of stolen assets, do absolutely nothing to optimize it, and it'll run on any PC with a graphics card inside.

Think of the iconic from back then that were direct results of hardware limitations. The iconic fog in Silent Hill kept the LoD distance low, the fixed camera angles in Resident Evil let them use pre-rendered backgrounds, the codec calls in Metal Gear Solid kept most cutscenes down to simply being voice, images and text.

Cindy's burst does distributed damage. This means that it has a fixed amount of damage it does which spreads across the units on the screen. So at a good enough deficit, cindy's burst will do like 5% of all the mobs hp on the screen aka nothing. Cindy's normal attacks are slow and single target with no pierce or splash. They also are liable to randomly hit debris that is frequently on stages. Cindy isn't just not optimal for campaign, she's actively bad if you just examine what her kit actually does.

I'm about the same place as you (though I didn't get the summer skin); I like Rapi well enough, though I wouldn't put her in my top 5, and yeah, it's legitimately pathetic, and I don't think it's in an intentional way. The personality trait of being openly jealous whenever other Nikkes flirt with him, all the while refusing to be directly upfront with him, is really killing her character. Just have her jump his bones already, it doesn't have to include a heartfelt declaration of love. Just do it like the other characters have already. It's not like the sex encounters come up at all in the main story.

Also, while ranting about Rapi from a non-negative place, I will never forgive ShiftUp for downgrading her. The original design is visually striking, sexy, and iconic to the game (and probably why they still use it everywhere). Red Rapi is a straight downgrade in just about every way.
