At best he heals you a bit if your opponent plays their storms anyway, but they also have the option of playing other things like direct damage or big boards or healing and storming you later.
He also can't clear for shit. His damage is random so against a deck like Mode he'll do some damage to everything but kill nothing. Evolve him and he kills one thing. You'll need to combine him with several puppets, or medical-grade assassin to maybe be able to clear congregant or R&V but even then it's not guaranteed.
This is all ignoring that he requires skybound art for his stall effect to work in the first place. If you have to evolve twice before him, and then you have to evolve him to clear, how many evolves will you have left for your wincons?
