So he's doing target combo into first hit of rekka. He can be a dipshit and cancel into the second hit on block to trick you, but if he doesn't, that move is -6. You just need to have to recognize when your jab won't hit. You needed to have punished with cr.mp instead. A LOT of moves in this game seem to have been designed to push people out of jab range in order to punish this kind of auto-pilot jab pressing after blocking something minus. This will get you killed in a lot of other situations, so you need to get rid of this habit.

In terms of how to deal with that TC in general. Honestly, I think you did fine. At 0:14, he didn't cancel so he was -10, but you were scared of rekka, so you just blocked, which I think is perfectly fine. I would just hold back instead of downbacking so you can create some distance and stop him from just doing it again. Also, I'm pretty sure if you see him do the TC, you can mash OD pinwheel and I don't think there's anything he can do other than DI (worth testing this), since the move is -10 on block and if he cancels it, you just beat it
