We fought Star of the City syndicates as early as Canto 5. Note that generic Middle goons also fall under that classification. We also fought another SotC syndicate in 6. But then we fought an Urban Nightmare in 7.

What the fuck are you talking about, it's one of the worst floors followed by Tiph when you're not using PT on the latter, but PT makes any floor broken (this is assuming Keter is fully realized, it's not fair to compare its incomplete state to realized floors)
It doesn't have any immediate ways to gain an advantage over enemies unlike basically every other floor (the closest thing it has is Elation, which is +1 dice power in exchange for halved max stagger resist) and its only genuinely broken abnos are tier 2 and 3 respectively. Spring Genesis is massively overhyped when it doesn't actually do anything if you already got that far in the first place, unlike the infinitely superior Claws of Savagery

A conversation with her doesn't have to lead to anything definitive to be fair. Maybe he was too stubborn, or he was too uncertain like Philip. After the incident he is very clearly avoiding thinking about the orphanage altogether, feeling insanely awkward that Garnet joined his office for work due to that same issue.

Though I guess it would be funny if someone passing out due to fatigue is enough to cut the conversation short if it happens to be a natural distortion attempt.

Yeah that's true, a talk doesn't have to end either way and could just be a way she works with special cases, just doing multiple talks.
Decided to browse through the chapter it happened, and he doesn't recognize her voice but yeah she does say its nice to meet again, so its likely either he forgot or he just didn't hear her voice that well the first time
Which, I doubt his memory would be bad and obviously nothing to suggest you'd forget talking to her, so it's most likely it was more of a one sided convo the first time that got disconnected.
It is an interesting situation on how she actually works when talking to others, if there's an actual connection to be made that can be severed by direct interaction (obviously directly killing them is an easy way), which does make me wonder why she's suddenly doing the force field now if it was always an option.
But yes, his mind was definitely still all over the place long after the disaster but it did piece itself back together thanks to working with Garnet again, and I think that's where he got his resolve to keep going after his death for Lapis (Charon) to gain ego, since he knew that nothing he wanted would be solved by simply lashing out at that point
