I used to do that too but I didn't have enough BE for that, I think the current BE system is a bit generous since accumulation has been easier, though probably mainly due to how I keep getting champ shards via hextech chests on top of champs being super cheap now.
I think they should've made the name change anytime you like however you like with a 1 minute cooldown, but I think much like the esports loot overwhelming Riots backend, it probably wont be possible to do something that's literally possible in other websites and games since their infrastructure is probably dated and got fucking awful.

Poppy is in the pvp mode, so you can run Shyv+Poppy since a long ass time, and now that Shyv is in pve you can pick her and just hope you get Poppy as support champ. Couldn't tell you exactly how synergistic they are though, they're both Demacia so they'll let you sprinkle in any other region you want (plus Bandle since Poppy is dual region), but Poppy is all about low cost weak units spammed in large numbers and Shyvana is all about high cost high statline dragons.
