There's no grind, you just need to do dailies which can be done in 30 min

It's pretty chill once you get into the groove of things. The battles aren't all that interesting, but you can just sweep any stage/tourney/boss after you've cleared it once. You really only need to play manually once a day for pvp and the rest of the dailies is just menuing and handing out likes while browsing dioramas.
The grind is easy and you'll eventually end up with more mats than you'll ever know what to do with, but it's also mostly because the gacha is kinda harsh and the rate at which you get new units will slow down very quickly.

It takes a while to download all the assets, yes. You can only get launch characters out of the tutorial reroll gacha, but you can try the AL banner with whatever gems you can scrounge up after that. I forget if the PC client has the option, but if you're on mobile you can return to the title screen, delete account data, skip the opening, and try again.

There's a handful of mats in the tourney and silver league medal shops. There's also a new training quest category, but it's limited daily.
You can sift through your URs to see if there's any exclusive unlocks like poses and accessories in the rewards that interest you.
Unfortunately, a lot of stuff is locked behind sp2, including the new potential medals from the fes limited dolphins. The clothes for Ellen and Helly are a long way off unless you've been cursed with a lot of limited dupes.

I don't know if anyone else is a good stand-in for Iruka and Michiru in this case. The boss gets way too much shield and OL'd Iruka double attack is too good to pass up. There might be a replacement for dog Ellen, but again you need that 10 damage SP in order to keep up because of Anri's wrong guns. I don't remember if wedding Yume works out better for dispel, but as usual, if you don't reach -100% defense fast enough between Ellen and Iruka, you have no shot.
I'm not sure if welfare Mei could work, but she becomes very beefy once you've cleaned out the shop for her exclusive potential mats and set her skills to resist gear damage. You'd have to rely on an attack rider like bondage Yume and pray she builds sp fast enough for dispel.

This Potential Stuff is really just a retread of New Link. Can you at least reset between bonuses or are they permanent?

Once you've invested drops into a dolphin, they can't be refunded.
At certain nodes, you can select custom passive skills. Most of the time the decision is obvious based on the dolphin's position/role, but you can respec these individually using a skill book item or gems(don't ever do this). You can get some of the skill book items at the normal tourney shop or PP sticker exchange.

Not entirely sure, but basically on the turn you use it (or break bonus turn; they call it "action" to differentiate) you get a damage boost depending on how many moon rider cards you've selected at the same time. Obviously this also includes cards from your defense rider. The description says 10%, 20%, max 50%, but I don't know if that means you get the max bonus for using 3 cards, or if some of those cards need to be double attacks.

In general, attackers take the top option, defenders take the bottom option.
Welfare Mei is a defender so it's sun element ally attack up and damage reduction from gear enemies.
Her SP skill or normal skill damage doesn't really matter unless you're doing something really weird. If she finds herself on the attacker machine for whatever reason, she might get more mileage out of the SP skill due to the low multipliers on the normals.

It's not that big of a deal. I don't think it's possible to brick characters out of the game because it'll crash before you can save/update outfits using the hairstyle+cap. Tomo and Veena's new hairstyles have their alternate cap versions working and only Schnee's seems to be affected. I was just wondering if it was working on anyone else's machine and if you could end up crashing other players challenging you in pvp or checking shared dioramas.

New mode seems pretty complex

It's not that bad. You can knock out a decent score just by using the auto setup or sorting by run+shoot stats, but I don't think they expect you to clean out all of the rewards unless you have a decent amount of dupes for best in slot for each bonus. There might be the occasional weird pick like if you have sp6 SSR Amadea for race 4.
The first 4 parts of the actual battle are run automatically, but on the 5th part you have 1 turn to choose 4 out of 8 of your sp skills to dish out as much damage as possible. That's where setting up your team gets kinda tricky as you try to figure out who to swap out to get a set of sp skills for atk/crit buffs, def debuffs, freeze, break, and damage, while minimizing loss of bonuses for the first 4 races.
I think ideally you'd want enough defense dolphins with 7~10 break sps to reach 22 within 3 attacks, then one of the newer attack gunners with 800% + large bonus on crit/status effect. Not sure if damage dealt depends on the original attack stats or the mode's shoot stat instead though.

It's a comparative ranking, but they don't give you a leaderboard to check other players' setups or how they're scoring. I got S+ when I first tried, but gradually fell to A over time.
