Game is quite forgiving even if you purposely gimp yourself unless you are doing the hardest difficult endgame content. Daily take like 5 minutes clicking unless you are still in the early state of the game when you still need to unlock stuff.

Correct translation for yellow-3 should be something like

If you want your Brahma to be strong then yeah. Kali is a cope option for her and she's better used in thunder teams.

Low investment Parv is Brahma's dedicated support slave, and you don't even really play her, just let the AI use her. High investment Parv is a good DPS, especially after Linyu but realistically you still want Brahma with her.
Zenki is Thunder, which already has a lot of good teams, so it's a roll if you like her character.
Heimdall is Zhimming's Parvati.
Wadjet is a powerhouse, but phys is still in a good spot without her.
Baize makes Luwu suck less, but you get Dimver for free, so the element is covered unless you want more variety.
Osi is supposed to be the Light support for either Light team, but she's not a must have.
Linyu is free on Skuld's event.
Skuld event also gave 30 free Skuld intel at 120 rolls and functor at 200, so you can get her SSS+weap at around that much with some luck.
Keep in mind characters get updated pretty often, so even the ones that are just good for one team now could be more useful in the future.

For now my only highly invested characters are SS+f Brahma/SSS+f Kali (both with full 60 sigils), SS+f Alisa/SS+f Ciel (Ciel is missing one lv60 sigil, will finish after next hazard), Dimver with lv40 ygg sigils (and soon I'll get her sig) and Jin-ei with also lv40 shinou sigils and soon to be leaped the second time once I get more of her shards. That's basically all, so idk if I should already start focusing on mono teams or cover up all elements first.

I'm waiting really patiently for the one new Ice character to slot into the current comp and complete the setup. I'm not gonna go out and say Izanami is bad now or some shit, but a lot of elements have been getting these perfect exodia pieces that make the entire comp one element entirely and Ice hasn't gotten that yet. Fire hasn't either but at this point Fire needs a lot more than just one extra character. Like Selene was that for Dark, Wadjet will be the one for Phys, Osi will be the one for Light, etc.

As pure Alisa support slave the functor mostly helps with survival pressure, survival pressure comes from her charged NA that burns through shields/hp, number of charged NAs depends on blood point economy, blood point economy without the red code that makes every crit count as two is really bad and heavily depends on crit rate buffs that you get after the S3 lowers your base to 40%, can't help the buff from the chain, but just switching the ninja cat for the blue one already helps a lot while also benefitting Alisa.
Worst case you can use the pink cat.

She can be both, but playing her as dps will make her ciel-esque with health drain gimmick. Need probably SS+sign to make it work comfortably, otherwise makes her a support will provide a good heal and with enough ult charge you're pretty much making Brahma semi perma as an adult as it filled so fast and the ult chain itself resets the cooldown restriction.

Depend on what you are missing from your roster since they do completely different things from each other. Keep in mind Thoth has no 100% guaranteed banner since she is a rerun, Parvati is kinda useless if you don't have Brahma, Light Osiris is a light supporter and won't get released for another half a year or so.

General advice is that you still need to get a top tier DPS and support for each element for endgame content. So far nothing surpasses Thoth yet even in CN in as physical DPS so at least she's a safe investment for a good while.
The upcoming banner has Zenki who is another decent pick for thunder, but thunder has a lot of options to play around so she isn't a must have right now without her ult chain with S Buzenbo.
Heimdall is pretty much a skip for people who didn't hyper invest into Zhiming.
Baize is another hard skip unless you have Luwu.
Wadjet is also another luxury option for physical team since she can be replaced with either Lingguang or Skuld later.

Functors aren't limited, nor having rate up, aside from the 2 GE collab chars, so they usually aren't top priority to roll unless said characters can't function without their functor, ie ones with S or higher signature functor dependency.
Normally you would want to roll the modifier first since they only come with their guaranteed 90 rolls banner during their first release, reruns will have the dreaded 50/50 banners instead.

You either cut some elements or functors. I personally cut water, wind and light for a very long time but managed to get functors for my other elements.
You'll have to wait for a long time to get those elements you cut up to par with anniv selectors and such, but it's not that bad to be missing some elements as long as your few selected are built.
